Expertise in Port Community Systems

A Port Community System (PCS) is a centralized platform that facilitates secure, electronic exchange of information among port stakeholders, ensuring efficient, compliant, and transparent maritime and trade processes. Acrux Technologies leverages its deep domain knowledge and technical expertise to design and implement PCS solutions that meet international standards, including compliance with the International Maritime Organization’s Facilitation of International Maritime Traffic (IMO FAL) requirements.

Key Project in Pakistan: Pakistan PCS Development (June 2021-Feb 2022)

In June 2021, Acrux Technologies, as part of an international consortium with IOS Partners and Circle Italy, spearheaded the business process analysis and architectural design of an IMO FAL-compliant Port Community System for Pakistan’s seaports. This initiative aimed to modernize port operations and enhance trade facilitation through a comprehensive PCS framework. The scope of the PCS included:

  • Pre-Arrival Processes: Management of Bills of Lading (BL) and other pre-arrival documentation.
  • Manifest Filing and Clearance: Streamlined submission, control, and clearance of cargo manifests.
  • Vessel Arrival Management: Handling of container ship arrivals, including COPRAR information for pre-arrival processing.
  • Dangerous Goods Reporting: Efficient reporting and management of dangerous goods upon vessel arrival.
  • Crew and Passenger Reporting: Submission of crew lists and details of people on board at arrival.
  • Security and Threat Reporting: Robust processes for security and threat assessment.
  • Health Reporting: Compliance with port health requirements and related processes.
  • Customs Compliance: Reporting of ship stores, crew effects, and rummaging procedures.
  • Waste Management: Streamlined waste collection and reporting processes.
  • Nautical Services: Support for port navigation and operational services.
  • Port Clearance: Simplified clearance processes for vessels.
  • E-Payments: Business-to-Government (B2G) payment processing with optional Business-to-Business (B2B) payment services.
  • Cargo Release Processes: Issuance and receipt of delivery orders for imported cargo, along with container and cargo release processing.
  • Risk Management: Integrated risk assessment and management tools for enhanced security and compliance.

Acrux Technologies is dedicated to transforming port operations through innovative PCS solutions, driving efficiency, and fostering seamless collaboration among port communities. Our designed Port Community System has the capability to allow electronic exchange of information between transport operators in the port and for hinterland connections, the port users, Customs, port, and other authorities, in addition to electronic exchange of Customs declarations and Customs responses, and cargo releases between private parties and Customs. The system also facilitates electronic handling of all information regarding import and export of containerized, general, and bulk cargo for the port community.
